Besides paying retirement benefits, the Social Security system provides disability benefits for workers who become disabled before they are old enough to retire. Disabled persons who have paid into the Social Security system are entitled to those disability benefits. The Supplemental Security Income (SSI) program provides similar benefits to low income disabled individuals who have not paid into the Social Security system.
